Yesterday's page one story incorrectly reported the name of Leroy Dunlop, the triple murderer whose death sentence was commuted in 1990 by then Governor Sir Desmond Langley.

Former Governor Sir Desmond Langley commuted the death sentence of triple murderer Larry Dunlop on information not put before the court, the outgoing Deputy Governor says.

Mr. John Kelly said the decision was based on evidence that Dunlop did not know what he was doing when he cut the throats of Florita Jackson and her two young daughters.

Mr. Kelly's revelation about the controversial decision by Governor Langley is made in an exclusive interview carried in today's Living Section on Page 21.

It provides the insight to a decision that rocked Bermuda and prompted the protest resignation from the United Bermuda Party of maverick MP Mr. Harry Viera.

Mr. Kelly, who leaves the Island on Thursday after four and a half years as Deputy Governor, said the psychiatrist who examined Dunlop concluded the murderer was suffering from "severe jealousy syndrome''.

Mr. Kelly said if the Crown "had checked that'', then Dunlop would not have been charged with premeditated murder -- the charge he was convicted of in January, 1990.

Last night, lawyer Mr. John Barritt, who assisted Dunlop in his own defence, said the presiding judge, the late Mr. Justice Ward, ruled that evidence of severe jealousy syndrome could not be admitted because it contradicted Dunlop's own defence which was that he did not commit the murders.

"At the time of the trial, Dunlop was found to be fit to plea and, therefore, that he could run his own defence which was `I didn't do it','' Mr. Barritt said.

In his interview, Mr. Kelly speaks positively about Bermuda's current status as a dependent territory of the United Kingdom.

"Bermuda has been a shining example of what a colony could, and should, achieve,'' he said, adding that his views were entirely personal.

Mr. Kelly also said aspects of management in the Police Service "need to be brought into the 20th Century.'' Mr. Kelly will be replaced by Mr. Peter Willis, who is to be sworn in this week.
