Shadow Sports Minister Dr. Ewart Brown ripped into plans to pick up tips from Edmonton and Vancouver.

He suggested Bermuda look to a non-white source of inspiration -- such as the Caribbean.

"Government must begin to take into account the cultural roots of the majority of Bermuda's people.

"All efforts that don't take that into account are doomed to failure in the long run.'' Dr. Brown also accused Government of failing to produce "a complete across-the-board'' plan for a stadium.

He said the stadium was being developed in a "piecemeal'' way.

The outspoken Progressive Labour Party MP hit out following last week's announcement of new plans for the stadium.

It was revealed a swimming pool, and rooms for exercise and sports medicine, could be added to the building.

Mr. Donald Lines, chairman of the board of trustees, also disclosed mobile changing rooms had been bought.

He said a "concept'' for the stadium would probably be unveiled in mid-summer.

But before any announcement the board would study plans and discuss financing with Government, he added.

In addition, stadiums in Edmonton and Vancouver could be visited to work out what shape the stadium should take.

The board of trustees took over responsibility for the stadium from the Ministry of Youth and Sport on January 1.

Mr. Lines said having control in the hands of trustees would speed up the stadium's development.

Dr. Brown said: "I am happy to see some movement on the National Stadium.

"But I am disappointed that the Government, which takes such great pride in its management ability, can't simply put forward a complete across-the-board plan for the stadium, like they would if they were building a bank.'' With a bank, Government would also develop a budget.

"They would construct something which would fit in with the budget.'' Dr. Brown was less than impressed by the swimming pool proposal.

"Are we to be surprised that a national stadium should have a swimming pool? "I hope it will also have bathrooms.'' He added: "This is really a piecemeal approach to the National Stadium. It seems to be without the depth of consideration that such a project would warrant.'' Dr. Brown voiced dismay at the idea of visiting Canada.

Bermuda paid a price for always seeking out Canadian and "Eurocentric'' models.

"We end up asking ourselves why a square peg won't go into a round hole.'' Bermuda's culture was much more closely linked to the Caribbean's, Dr. Brown said.

"The Caribbean might provide some information for the National Stadium.

Although it is a non-white source, it still might be legitimate.'' Dr. Brown welcomed the announcement of Bermuda accountant Mr. Clifford Wade stadium manager.

He described Mr. Wade as "talented and fair-minded'' and "capable''.

"With him there we can look forward to reasonable and fair policies.'' Dr. Brown pledged his support for Mr. Wade.

But he hoped the new manager would not be "forced'' to introduce unreasonable policies.
