special committee formed to draw up regulations failed to come up with enough signatures backing the report.

Now United Bermuda Party backbencher Trevor Moniz -- chairman of the committe on Members' Interests -- has asked the House of Assembly to accept a minority report, signed by three of the seven committee members.

Mr. Moniz tabled the minority report in the House yesterday -- which means, failing more signatures, MPs will discuss it next week.

It is understood that Mr. Moniz, Transport Minister Erwin Adderley and Sen.

Walwyn Hughes , an Independent, all signed the report.

But Development and Opportunity Minister Jerome Dill and the three Progressive Labour Party representatives on the committee -- Shadow Tourism Minister David Allen , Shadow Community Affairs Minister Paula Cox and Senate Opposition Leader Milton Scott -- have not signed.

It is understood, however, that the PLP committee members want to take the report to their party caucus before signing on the dotted line.

And Mr. Dill said last night: "It's a question of having a good look at it before one signs.'' But it is believed the PLP representatives are likely to sign up -- meaning the report would not need approval from the House.

But Mr. Moniz said -- even if goes to a vote in the House -- the chances of MPs backing the report were "very high''.

He added: "I don't know anyone who would put their political life on the line by voting against it.'' And he agreed that any MP who failed to back the report would be assumed by the public to have something to hide, adding: "My own view is that we will have a majority report next week or the House will pass it if need be.''
