Opposition whip Cole Simons said: "This has come about because I am tired of hearing that teachers are not spending time teaching, they're spending time dealing with social issues.

"My position is let's help them outside the classroom so when they get in the classroom they can be productive. I believe this needs to be put further up the agenda. They are screaming for attention, that's why we have problems.'' The joint select committee will monitor youth services and make recommendations for change.

He said: "It's incumbent upon Government, parents and the community to give these people the attention they deserve.

"If you see a child who's loved, that's a child who performs, feels good about themselves and will achieve. This is far more important than politics, it transcends party lines. We can't leave them behind. If we don't get them in schools they are going to end up in Westgate.''
