`Nothing threatening' in UK Paper -- Smith

Premier Jennifer Smith yesterday welcomed the UK's commitment to "a new partnership'' with Bermuda and its other Overseas Territories.

And she said: "A preliminary perusal of the White Paper reveals that there is nothing threatening to Bermuda.

"We in the Government believe the sentiments expressed promote a context for discussion and sharing.'' She added: "In connection with the offer of citizenship to citizens of the Overseas Territories, much will depend on what the legislation enacted by the UK Government states.

"However, we're pleased to note that the UK Government has responded sensitively to the concerns of the Overseas Territories in that there will not be any reciprocity in terms of access by nationals of the UK or Europe. This was made possible by extending the offer of citizenship to the citizens themselves, rather than the individual Territories.'' And she said she was pleased to see references to training opportunities in Britain for Overseas Territories citizens.

Britain has said there are no strings attached to the citizenship offer -- but also signalled countries seeking a full partnership would have to toe the line on human rights and financial regulation.

And Foreign Secretary Robin Cook warned the UK could legislate for the Territories if they do not sign up to Britain's treaty commitments.

Ms Smith said: "There are some areas where the UK Government has highlighted issues where it would like to see changes.

"Specifically for Bermuda, the abolition of capital punishment and corporal punishment.

"However, even in these instances it should be noted that the first option given to the legislatures of the Overseas Territories is to take action before reference to the UK Government. This will be the subject of further study and discussion.

"The UK Government has clearly indicated that it expects high standards from its Overseas Territories and we share this sentiment.

"However, Bermuda is not a tax haven and our reputation and standards can withstand close scrutiny.'' And she added it was "heartening'' that Bermuda had been singled out as a global leader "in terms of our economy and financial industries.'' The Royal Gazette revealed recently that Government was to hire a lobbyist/PR firm in the UK to fight its corner there and in Europe.

Ms Smith said: "This is with the intent to promote Bermuda and maintain a critical review of the financial regulations pertaining to Overseas Territories, together with ensuring that we have a voice in the key European markets.

Smith is positive "In addition, they will see that principle players are informed of Bermuda's adherence to stringent standards of international fiscal prudence and regulation.'' Ms Smith added she also welcomed plans for an Environmental Charter, with a British aim to assist Overseas Territories on green issues.

"This is consistent with our prior discussions with the UK Government in enlisting their support and good offices in connection with discussions on the baseland clean-up with the US Government.'' Premier Jennifer Smith Graphic file name: JENNER
