Twenty-four-year-old Javiar Outerbridge admitted being drunk and incapable on July 25.

Sgt. Rex Osborne, prosecuting, said Police officers on patrol that night found Outerbridge lying on a bench. He smelled of alcohol and his speech was incoherent.

Outerbridge, who lives on Wefo Road, said he had worked long hours that day and had had a few drinks. He was walking home and decided to sit down for a moment.
