Mrs. Barbara Steede's application to develop a centre on Whitney Avenue West was refused on the grounds that it would harm the local environment and cause traffic congestion.

In its July 21 decision, the Board said Mrs. Steede's day care site did not have easy access to Whitney Avenue.

It said the centre would result in an "increase in traffic on an estate road to the detriment of the surrounding residential area.'' In addition, the Board said developing the site "will be injurious'' to the environment.

Mrs. Steede's application had been received on March 3.

Meanwhile, the Board has granted Mr. Michael DeCosta permission to build ten horse stables.

In doing so, the Board attached conditions "to protect the visual amenity of the neighbourhood''.

In particular, it ordered that Mr. DeCosta landscape the property within three months and avoid depositing excavated materials on the property.

It also ruled that the stables be used for personal, not commercial, use. The application was received on January 22.
