The Development Applications Board has given permission for the plan. Chief engineer Mr. David Arden explained the back-up plant would take over the job of mixing ash with cement to form blocks while the main plant was fixed. The emergency plant would be on site, he said.

DAB permission is on condition that the emergency plant is only used during a forced shutdown of the main ash-handling plant.

It must be dismantled within five days of the main plant starting work again, and can only operate between 7 a.m. and 5 p.m.
