Government's progress on keeping its promises from the October general election.

Finance Minister the Hon. David Saul, a former schoolteacher, recently said he would give his Cabinet colleagues an A- on keeping the 111 promises contained in the United Bermuda Party's "Blueprint for the Future.'' Throughout Government's term, Dr. Saul said he would provide Blueprint progress reports every three months.

But Opposition Leader Mr. Frederick Wade -- another former teacher -- said: "I think the teacher who made this report card is talking about the wrong students.

"It wasn't a passing grade at all,'' Mr. Wade said. "They wouldn't pass to the next form based on that report card. They would have had to repeat the year.

"And the headmaster would reprimand the teacher.'' Mr. Wade said he would be reviewing Blueprint progress with his Shadow Cabinet and they would issue their grades at a later date.

Dr. Saul said that of 111 promises, 18 were completed, 85 were in progress, and the remaining eight had proposed start dates.
