The nine-member committee was appointed by the Police Commissioner Mr. Lennett Edwards as a result of a recommendation in the Tumim Report.

The chairman is Supt. Andrew Bermingham. Other members are Insp. Gertrude Barker, Sgt. John Dale, Mr. Dale Butler, Mr. Robert Rego, Rev. Fred Hassell, Mrs. Gail Clark, Mrs. Roseann Galloway and Mr. Leroy (Nibs) Lewis Jr.
