A massive Police file on the case, about six inches thick, has been sent to the Attorney General's office.

But Attorney General Mr. Walter Maddocks may ask for British help -- because the case is so complex and he is short of staff following a spate of resignations.

"The file has arrived,'' Mr. Maddocks confirmed yesterday. "It's a very large file and we're working on it. That's all I can say.'' A source close to the investigation told the Gazette : "The Police have asked for advice and where to go from there.

"The AG is probably going to send it to a barrister in England who specialises in such things, or to the serious fraud office at Scotland Yard.'' Mr. Todd, former personal banking manager at the Bank of Bermuda, was the subject of a Police complaint by the bank in 1991.

The complaint was in connection with alleged irregular lending practices. In 1992 customers Mr. Derrick Burgess and Mr. Merkell Smith brought lawsuits against Mr. Todd.

The Appeal Court has ruled the lawsuits must wait until it is decided whether to prosecute Mr. Todd.
