Sen. Scott reminded the Senate yesterday that there had been no legislative framework established for the programme.
And he criticised Government for emphasising the negative aspect of punishment, not treatment or prevention, when it came to the topic of drugs in schools.
"The only reason we are looking to bring about drug testing is because of punitive and judicial reasons ... we're not seeing the positive results,'' Sen. Scott said.
