"Over a period of time, I've learned a lot about Parliamentary process and procedure,'' Mr. DeCouto said after cutting off Shadow Community and Culture Minister Mr. Leon (Jimmy) Williams during the Motion to Adjourn. "Maybe I should hold a seminar.

"When a member is speaking in this House he is addressing the Speaker,'' he said. "It is disrespectful to be speaking to other members, even in the House, or addressing the gallery.

"We're going to have to raise the level of decorum in this House. I've almost come to the edge of the cliff tonight to send people home.

"I'll just say this. You're honourable members elected to come here to represent these people. If I was to send you home, you would not be in a position to represent them the way you've been elected to do.'' Mr. DeCouto said he would "show constraint'' to see that MPs remained in the House, "but you must cooperate''.

He warned that in future he would not recognise MPs who did not address the Speaker.

Mr. DeCouto had repeatedly called for quiet earlier in the night and had warned Shadow Tourism Minister Mr. David Allen he would be "going home early'' if he did not stop interpolating.
