Bermuda Union of Teachers head Sen. Milton Scott (PLP) said he had met in the afternoon with Education officials and Finance Minister the Hon. David Saul over the reinstatement.

Though pleased to hear teachers' honoraria would be restored as of April 11, the start of the spring school term, he said: "It never should have been taken away in the first place.'' The Budget also allowed for sabbatical pay to be partially restored as of September 1, and fully by next September.

"That means two teachers will be able to take sabbaticals this year,'' Sen.

Scott said, pointing out four Government teachers were normally allowed sabbaticals each year.

Government scrapped sabbatical pay and honoraria in the last budget. Education Minister the Hon. Clarence Terceira, after learning of the work-to-rule last month, defended the moves saying they were "a necessary money-saver'' and that they had been made after consultation with the BUT.

The Ministry did not wish to lay-off teachers to save money, which would have a greater negative impact on students, he said.

After-school pay mainly involved Physical Education teachers and was considered "non-essential overtime'' -- something which had been cut from other Government departments, he said.

Sen. Scott warned last month that if the pay was not restored, the action "could escalate even further''.

He said a great many students had been affected by the loss of after-school activities.

Dr. Terceira said in a statement yesterday that the 1994/95 Budget also made provision for increased funding for the professional development of teachers and principals.
