Dunkley critical of budget-busting record at Tourism and Transport Ministry
Opposition Senate Leader Michael Dunkley has criticised the Ministry of Tourism and Transport's budgetary record as "unacceptable".
Sen. Dunkley spoke after Parliamentary Answers revealed costs of the new cruise ship pier and Transport Control Department emissions centres.
Both projects are millions over-budget.
The original TAF (Total Authorised Funding) for the pier was $35 million. Costs have rocketed by 70 percent, to $60 million for 2009-10.
Sen. Dunkley also submitted Parliamentary Questions on "the final construction cost of the Emissions and Safety Testing Facility at the Transport Control Department".
Government said the North Street centre cost $10,562,824; the Southside facility $660,620 to date; and the Rockaway centre $646,668.
"Therefore the total cost as at November 15, 2009 is $11,870,112," said Government.
In the Motion to Adjourn, Sen. Dunkley said the Ministry of Tourism and Transport could no longer expect taxpayers to keep funding projects which ran over-budget without explanation.
"One of the trumpets we've been blowing for the past year is that Bermuda has been facing difficult times and we need to protect the taxpayers' purse at all times.
"There's some real concerns I have with the Ministry of Tourism and Transport's handling of that budget in recent years."
Sen. Dunkley highlighted $2.75 million to be paid to Bermuda Aviation Services Ltd. following Government's recent failed court case. He said that with additional legal costs, this could reach "$3 million of money that was wasted of the taxpayers' purse on that project itself".
"And if you take a look at the Port Royal Golf Course, the TAF was $7.7 million but the budget rose to $20.1 million. Certainly that's inexcusable, in my opinion, to have that kind of escalation without a proper explanation.
"And the New York Tourism office we made redundancies at a huge cost to the taxpayer. A foreign sales team was also hired and then let go."
He added: "The emissions centre, it started at $5.3 million but has finished at $12 million. I'm talking about millions, not hundreds or thousands of dollars.
"At the end of the day somebody has to pay, but in this case taxpayers' funds have been squandered without reasonable explanation."
