Angry mum may quit child support system in frustration

An angry mother says she and her ex are thinking of opting out of the child support system due to their frustration with Government mismanagement.The woman first approached this newspaper in late October, complaining that she was not getting money from her former husband due to a Government computer system glitch.The 48-year-old, from Warwick, said she had not received any money for weeks, even though he had been making payments at $175 per week.This week the woman, who asked to remain anonymous, said the courts now owe her payments totalling $525 — yet her ex continues to have $175 per week deducted from his wages.She explained that last week she received $50, which made no sense to her, so she went to Magistrates’ Court to inquire what was happening.“[The clerk] said that with their new computer system, if an overpayment is made, the computer only gives the mothers the difference. I told her that my ex-husband has never overpaid, and I’ve spoken to him and he agreed,” she explained.“He would have demanded that money back if he had overpaid me. I asked her why the money hasn’t been returned to him, and she told me they have the money, but they are holding on to it I assume until the overpayment is cleared.“However, the Government continues to take $175 out of his wages every week — he is a government worker. She said the only way I am going to get my money on a regular basis is to take a loss and then it will have to be restarted again. What will happen to the money in between, if I can’t have it and my ex-husband can’t have it back?”She was also told by the clerk that the overpayment in question was made back in 1999.“Is this for real? They are deducting me for what they claim was an overpayment, and it happened 13 years ago?” she said.The payments are made by her ex for her 25-year-old daughter who is at medical school overseas. He has to pay child support as long as she is in school.The mother said: “I believe that there is a wicked system at that court, where the government does not have money and they are depriving children of receiving the money that they are due and it is not right. I believe they are using the money to pay other bills. I feel even more sorry for mothers who have lost their jobs, and have no other income, and the government is stealing their children’s money through schemes and tricks.“Also, there is no-one to address our concerns to. The clerks claim that there are no managers or supervisors that will speak to us. I asked for one the first time I went. I am totally frustrated and on behalf of all parents who are being swindled, I say it’s not right.”When The Royal Gazette inquired about the situation on the mother’s behalf, a Government spokeswoman replied: “The Ministry of Justice advised that it would be highly inappropriate to discuss specific individuals' cases with the media. As it relates to the overall system, the Ministry advised that the system is in operation and payments are being dispersed.“Furthermore, all clients have been notified and advised that if they have specific concerns about the dispersement process, then the appropriate channel of redress would be to discuss the matter with the representatives at Magistrates' Court who manage the Judicial Enforcement Management System. Clients under the system are encouraged to contact the Family Support Office by calling 297- 7923 or via e-mail to childsupport@gov.bm.”However, the mother said: “I have never been advised to contact them, and I did talk to them in person, which was no help. However, I have come to the conclusion that they just don’t care. My ex-husband and I are thinking about ending the process of the court and having him debit his own account and credit my daughter’s.”
