Government to consider fixed penalty notices

New measures to allow police to focus more resources on tackling guns, gangs, drugs and violence were unveiled in the Throne Speech.

Minor road accidents would be dealt with and investigated by ‘qualified individuals’ instead of police under the proposals to free up officers’ time.

And Government also plan to explore the use of fixed penalty notices that would allow police to issue on-the-spot fines for minor offences.

The initiative is also designed to allow individuals to pay a fine out of court and ease pressure on the court system.

“The Government will examine the ramifications of fixed penalty notices for certain minor offences,” Governor George Fergusson said. “Fixed penalties allow police to issue on-the-spot fines to persons committing an offence, giving them the opportunity to pay the fine out-of-court.

“Fixed penalties can ease the burden on the criminal justice system through the elimination of unnecessary court appearances.

“The Government will devise a means by which to devolve the responsibility for the police to attend and investigate minor road traffic accidents. Suitably qualified individuals, including existing Traffic Officers can be licensed to conduct these investigations to the satisfaction of the parties, the courts and insurers.”
