He swept into office vowing to build affordable rental housing on a faster track, but views are mixed on how far Dr. Brown has achieved what he set out to.

Progressive Labour Party elder statesman Reginald Burrows says there's probably been more housing under Dr. Brown's tenure than any other Premier in Bermuda, with developments including Southside, Loughlands and Perimeter Lane.

But residents at the emergency Gulfstream complex in St. David's, who were due to move into Perimeter Lane last month, are less than satisfied at the rate of progress.

One woman said: "Everyone was looking forward to moving but out of the blue in September they told most of us we couldn't. A lot of people are stuck and can't move due to being in debt and the high cost of rent."

She said the facilities at Gulfstream are very basic, with no freedom for children to play and people having to share bathrooms with strangers.

Perimeter Lane housing complex, in Pembroke, operates under a rent-geared-to-income programme; the first families moved in this summer, and has been praised by the Opposition United Bermuda Party.

Four years ago, Dr. Brown also pledged to make use of more than 300 abandoned homes across the Island. The UBP has recently accused Government of moving at a snail's pace transforming the derelict housing stock into affordable homes.
