Minister Lister was first elected to Parliament in the General Election of 1989. During the first PLP cabinet he served as Minister of Youth & Sport and Minister of the Environment. During his time at the Ministry of Environment he has oversaw the restructuring of the Ministry and attended the World Summit on Sustainable Development in Johannesburg, South Africa. Minister Lister returned to Cabinet in November, 2006 to serve as the Minister of Works & Engineering.
