Open budgeting will go on, Premier assures
The governing party has been urged by the Opposition to fulfil its promise on open budgeting.Sylvan Richards, One Bermuda Alliance candidate for constituency seven, said in a statement on Monday that Premier Paula Cox’s promise of an open budget process had turned out to be “just another empty, broken Government promise.”Ms Cox had initiated open budgeting last year with a pre-Budget report and had promised a mid year review which would have been due in August or September this year had she followed through.“How bad must the numbers be if this Government is willing to kill an explicit promise made just last year to promote public participation in the ‘open budget process’?” Mr Richards asked.“Is it possible that the deficit is going to be even greater than last year? Is our debt going to pass $1.5 billion?“Instead of stalling, the Premier needs to fulfil her promise and provide information and answers to the people of Bermuda. After all, she did promise to be open and transparent.”Premier Cox was asked about fulfillment of her open budget pledge on Thursday. She indicated that the fact that the election writ had been dropped had caused a delay in delivering a pre-budget report for next fiscal year.“There have been some interesting intervening events, so that we’re not meeting in parliament and we are currently in an election cycle. But certainly, the commitment has been made and open budgeting continues,” the Premier said.“We will continue with the town halls and pre-budget town halls and all that we promised. And, as you will see, also in the platform statement is that the MTEF framework is alive and well. And that is part of how we look at budgeting on a multiyear cycle.”She said: “Open budgeting is here to stay under a PLP Government.”
