Morgan’s Point master plan contract expected this year
An additional 20-plus acres at Morgan’s Point are expected to be made available for development under the corporation tasked with revitalising the site, MPs heard today.
Zane DeSilva, the Deputy Premier and Minister of Housing and Municipalities, said that increasing the parcel would boost long-term planning flexibility.
He delivered an update on the work of the Morgan’s Point Development Company, which was created by legislation passed in the House of Assembly in 2022.
Mr DeSilva said the MPDC planned to increase the acreage it controlled from 51 acres to 73.39 acres this year, “thereby significantly expanding the development footprint and enhancing long-term planning flexibility”.
He added: “I must emphasise that final acreage figures are currently undergoing professional verification to ensure absolute accuracy before formal consolidation is completed.
“Looking ahead to 2026-27, the priority will be to finalise these acquisitions, regularise all titles under MPDC control, and establish a clear and consolidated landholding structure to support master planning and possible future development partnerships.”
The Deputy Premier noted that a request for proposals process for “comprehensive master planning services” was under way.
He added: “Site visits are anticipated towards the end of February, with proposal submissions expected in late Q1 to early Q2 of calendar year 2026.
“Following evaluation, the board intends to bring a recommendation forward for approval, enabling the appointment of a master planning team within the early part of the 2026-27 fiscal year.”
The master plan is to establish a “viable” development framework, integrate marina assets and waterfront opportunities, and consider residential, hospitality, commercial, community and public-space components.
It will also be required to incorporate climate resilience and environmental sustainability, provide phased implementation options and incorporate participation from qualified Bermudian companies “to the greatest extent possible”.
Mr DeSilva told MPs that the MPDC would continue to evaluate potential revenue strategies associated with interim uses of the site.
He said that the company’s priorities for 2026-27 included to finalise and verify the expanded land control and award the master-planning contract.
Another aim is to “develop a clear strategic road map for Cabinet consideration, including potential partnership models and investment structures”.
Michael Fahy, the shadow housing and municipalities minister, asked whether any interim uses were under consideration for the site.
Mr DeSilva confirmed that they were and added, when prompted, that one example was SailGP.
Mr Fahy asked whether the interim measures included any medical tourism facilities.
“No, they don’t,” the minister answered.
The Royal Gazettereported last month that plans continued to build a world-class facility and establish a medical tourism industry in Bermuda.
An arrangement between the Bermuda Government and island company Medical Concepts Consulting Management was formalised by the signing of a memorandum of understanding in August.
David Burt, the Premier, said then that Morgan’s Point was identified as a location for the facility, which was forecast to create hundreds of jobs during a construction phase of about 2½ years, as well as 275 full-time positions when the healthcare centre became fully operational.
Spokeswomen for the Government and MCCM said separately last month that a master development agreement between the parties was under negotiation.
Mr DeSilva also said MPDC continued to monitor and manage the Sandys site through 2025-26, and noted that one private board director resigned and another was appointed during the reporting period.
“Ongoing site clearing activities have been undertaken in phases, with strict adherence to safety protocols and environmental standards,” he told the House. “Security arrangements remain in place and routine inspections are conducted to safeguard infrastructure and mitigate risk.”
