Tax, health legislation passed by House of Assembly

Amendments to strengthen Bermuda’s tax credit regime and streamline legislation overseeing the Bermuda Health Council were approved by the House of Assembly on Friday.

David Burt, the Premier and Minister of Finance, said that the Tax Credits Amendment Act 2026 was intended to improve the administration and filing of tax credits.

He told the House that the amendments went through a public consultation process in June and changes were made in response to feedback to make the legislation clearer and reduce administrative complexity.

Douglas De Couto, the Shadow Minister of Finance, said that the One Bermuda Alliance supported the changes, stating that the legislation allowed greater flexibility and efficiency.

Mr Burt also presented the Corporate Income Tax Amendment Act 2026, which passed without objection.

He said the amendments made sure that the CIT Agency can effectively conduct the corporate tax regime.

Kim Wilson, the Minister of Health, presented two Bills — the Health Insurance Amendment Act 2026 and the Bermuda Health Council (Miscellaneous Amendments) Act 2026.

Discussing the health insurance legislation, Ms Wilson said the mutual reinsurance fund supplies only $150,000 for Bermudians who need kidney transplants, despite the operation costing $387,000 on average and often being safer for patients than dialysis treatments.

She said the amendment includes “flexibility to adjust the prescribed coverage amount through subordinate legislation, ensuring that coverage aligns with real-world costs without requiring further amendments”.

Ms Wilson said the Bermuda Health Council legislation was a “technical and housekeeping” measure to ensure the framework was clear and without duplication.
