After little more than a year as the first president and chief executive of Oceanview Holdings’ Bermuda reinsurer, Stelian Dragan has joined Serenova Re, it was announced this week.

Mr Dragan is now Serenova Re’s chief business development officer and brings more than 20 years of leadership experience in global reinsurance and financial services.

He was promoted at Oceanview Re in November 2024 with the goal of delivering innovative reinsurance solutions and strengthening its reputation as a trusted partner in the industry.

He was a member of their board, as well as the conflicts committee.

He previously had served as president and chief business development officer of the company since April 2022.

At Serenova Re, Mr Dragan will lead business development strategy, advance market partnerships and support the company’s continued expansion across the reinsurance sector.

Serenova Re said Mr Dragan’s role at Oceanview Re had included providing direction and operational acumen that helped to elevate its industry standing and deliver innovative reinsurance solutions.

Before that, he spent nearly a decade with Athene Life Re, where he led marketing and business development.

Serenova Re said that Mr Dragan was instrumental in securing landmark mandates with multibillion-dollar reinsurance premiums, establishing Athene as the leader of the flow offshore reinsurance market.

“I’m excited to step into this role and help drive Serenova Re’s next phase of growth,” said Mr Dragan.

Serenova Re said Mr Dragan’s appointment reinforced the company’s continued investment in technical expertise, disciplined execution and long-term partnership development as the company expanded its presence in the international reinsurance market.
