'Black surrogates should play more visible role', UBP report
Former United Bermuda Party Leader Kim Swan was sent a consultant’s report in February 2008 that outlined how members of the UBP could leave the party and form a new party the so-called “secret plan” — and which said former leader Michael Dunkley had been overexposed in the December 2007 general election campaign and should have let “a handful of black surrogates play the more visible role”, The Royal Gazette has learned.The Royal Gazette has obtained a copy of the e-mail and attachment sent to Mr Swan.Last week, consultant Marcus Penczner denied being the author of a similar report which was posted on a website called ubpleaks.com.He further claimed the report had been fabricated, an allegation repeated by One Bermuda Alliance leader Craig Cannonier, who accused the Progressive Labour Party of “dirty tricks”.The report obtained by The Royal Gazette was e-mailed to Mr Swan on February 5, 2008. He had been elected leader of the United Bermuda Party two weeks earlier.It was copied to Grant Gibbons and Michael Dunkley and its cover page stated that it was prepared for Mr Swan, Dr Gibbons, Mr Dunkley and then UBP Campaign Chairman Glen Smith.The e-mail, from mpenczner@aol.com, reads: “Kim — Congratulations once again on becoming leader of the party. Attached is a post-election memo with some observations and recommendations I hope may be helpful going forward.“Please feel free to contact me to discuss at your earliest convenience. Until then, best, Marius Penczner.”On Friday, The Royal Gazette sent a copy of the report to the four men, seeking confirmation that they had in fact received the document.Mr Swan said through a spokesperson, that he had already responded honestly to questions about the report and wanted to focus on canvassing.“Kim Swan was asked a question about the existence of the report on ZBM by Gary Moreno and honestly answered yes,” his spokesperson said.“This was the first interview about his political career since the defection of the UBP Members of Parliament to the OBA 18 months ago.“Mr Swan has gone on record to confirm that the report is authentic. As an Independent Candidate for Constituency 2, canvassing is his priority in retaining his seat to represent the good people of St George.”The attached post-election analysis contained the observation that leader Michael Dunkley may have been overexposed during the election campaign and the controversial suggestion that the party “may have been better served lowering his profile and letting a handful of black surrogates play the more visible role”.None of the other three men listed on the report’s cover responded to queries submitted by e-mail.On Thursday, the One Bermuda Alliance was quick to condemn the document posted on ubpleaks.com as a fabrication and part of a “dirty politics” campaign by the Progressive Labour Party, citing the fact that it was dated October 2007 while the election was held in December.Mr Dunkley expressed similar sentiments when reached by telephone, and said the document posted on ubpleaks.com was sent to him last week but he deleted it as soon as he saw the date.But other former UBP members have reported that a report dated October 2007 had previously been in circulation.Marius Penczner/Penczner Media issued a media release saying it was a fabrication and threatened legal proceedings if it was further published.Authorship of the document had been falsely attributed to Marius Penczner and Penczner Media, according to the media release.“Penczner Media is not in the business of producing documents of the kind that has been irresponsibly published by ubpleaks.com and broadcasted by ZBM,” the release stated.On Friday, we sent a copy of the report that Mr Swan received from “Marius Penczner” to his lawyer, and sought clarification on the relationship between Penczner Media and the OBA but he stood by his previous statement.“Our client stands by the statement he released yesterday. Any dissemination of any document falsely attributing it to Mr Penczner or Penczner Media, in whole or in part, will be met with legal proceedings against the disclosing party. Our client does not discuss with the media who it has acted for and will not do so now.”Mr Penczner was informed on Sunday, through his lawyers, that The Royal Gazette had obtained a copy of the February 5, 2008 e-mail.The email and the attachment was sent to the lawyer for his client’s review, at his request.By press time last night we had received no response.Today’s story is based on the report that was attached to the February 5, 2008 e-mail sent by “Marius Penczner”.Former UBP Leader Wayne Furbert, now a PLP MP, has stated that the ubpleaks document is the same one he saw while at the UBP.The Opposition party repeated its stance when contacted on Sunday.“These alleged reports have nothing to do with the OBA, period,” a spokesperson said via e-mail.There was no response when it was pointed out that three of the men the report was prepared for are OBA candidates.Mr Cannonier refused to entertain questions about the report when The Royal Gazette raised the issue at his party’s press conference yesterday.
