"Dog owners are free to walk their dogs (on a leash) on all of the Island's beaches until March 31, 1994,'' a department statement said.

Horses are permitted on all except three of the Island's beaches -- Horseshoe Bay, John Smith's Bay and Elbow Beach. Horses are allowed on the beach at anytime below the highwater mark, until April 30, 1994.

DILLAS TO APPEAL COA Drugs prisoner Dexter Dillas is set to appeal his 18-year sentence on Friday.

His lawyer Mr. Kim White confirmed the Court of Appeal date.

Dillas, 35, pleaded guilty last September to two counts of conspiring to import cocaine to Bermuda with others not before the court.

He had changed his plea after an inmate's damning tape was submitted by the Crown.
