Along with David Durham, of the Yoshi Corporation, he had planned to open the Dundonald Street Bazaar.

Its aim was to give small businesses a chance -- allowing people selling a variety of goods to rent a space for a stall in the market which would be open on Saturdays.

However an application to open the site, a vacant lot near Court Street, was turned down by the Development Applications Board because not enough information on the plans was submitted.

And yesterday Mr. Butz said: "The plan to do the market has been dropped due to personal reasons.'' The DAB also gave approval to businessman Frederick Yearwood to add a fourth storey to the Leslie A. White building at 1 to 3 Church Street.

The building which currently houses the Mayfair beauty salon and two restaurants -- the Buckaroo and New Queen -- will be turned into offices.

Plans approved by the DAB include turning the building into offices on the ground, first, second and third floors.

Last night a spokesperson for Mayfair and Buckaroo's owner David Cauchi said they knew nothing of the office plans.

Mr. Cauchi said: "I have not been told anything. I am worried but I have not heard anything.'' He said he had not been told to move.

The Mayfair spokeswoman added: "We have not been told anything. It's news to me. We have not been given notice to quit. I have not heard anything.'' Mr. Yearwood, a part owner of the building, declined to comment on the plans.

However architect Stanley Kennedy said the DAB approval was in principle only and more work had to be done on the plans.

"The tenants will be given ample notification so that they can relocate. We wanted the in principle permission before we made any announcement.

"Now we have the approval we still have to do the working drawings and that is going to take some time.'' The DAB also approved an application by Shell Oil to renovate office and workshop spaces on Crow Lane for offices.
