Four people charged with conspiracy to defraud Government

Former Government architect Kyril Burrows and his wife Delcina Burrows leave plea court after being accused of defrauding the Government.

Three former Works and Engineering employees were charged yesterday with conspiring to defraud the Government of more than $150,000.

Kyril Burrows, 47, Greatfield Carmichael, 60, and Calvin Waldron, 42, each face multiple charges of deception and corruption.

Also charged is Mr. Burrows' wife, 47-year-old Delcina Burrows. In total, the four defendants face 19 charges.

Of the defendants, Mr. Burrows, from Middle Road Southampton, faces the most charges.

He is accused of one charge of conspiring to defraud the government with each of his fellow accused in three separate charges.

With Waldron, Mr. Burrows is charged of defrauding the Government of $14,721. With Carmichael, he is accused of defrauding the Government of $67,047, and with Mrs. Burrows, he is charged with defrauding the Government of $81,768.

He is also accused of using false or misleading documents to dishonestly obtain three televisions for himself in separate incidents. In each case, a Government purchase order was allegedly used.

Carmichael, from Hamilton Parish, and Waldron, from Devonshire, each face three charges including using their position as Works and Engineering employees to corruptly obtain thousands of dollars. According to the charges, all of the incidents occurred between 2006 and 2007.

All four defendants appeared in a packed Courtroom yesterday with their legal representation to hear the charges laid against them. While Carmichael and Waldron wore polo shirts and pants, Mr. Burrows wore a suit with an orange tie that matched his wife's dress. While Carmichael requested for his charges to be heard in Magistrates' Court, a fiat was placed forcing the matters to be heard in Supreme Court after the other three defendants all elected to have their charges heard by a jury.

Senior Magistrate Archibald Warner released the defendants on $10,000 bail with a surety.
