Cecil Clement Earl Hayward, of Cobbs Hill Road, pleaded guilty to the offence in Magistrates' Court.
Police prosecutor Insp. Peter Duffy said a passerby saw Hayward collapse on Pitts Bay Road on January 1 around 1:45 p.m.
When Police arrived he tried to stand but fell down and he smelled of intoxicants and urine.
Senior Magistrate the Wor. Will Francis noting that Hayward's last conviction for a similar offence was five years ago gave him a conditional discharge for six months.
