the Island's Human Rights Commission told a worldwide audience.

And the programme's presenter added to a gloomy picture saying young men without skills to work in business and who did not want to work in tourism were turning to drugs.

Last night BBC television's World Business Report broadcast the second of two programmes from Bermuda.

HRC chairman Canon James Francis was speaking about a gap between international business and tourism.

"A large number of people, particularly young black males, feel locked out of the system,'' Canon Francis told the prgramme's presenter, Richard Quest.

And in his narration, Mr. Quest said young black men without the necessary business skills and who did not want to work in tourism were turning to drugs.

Also interviewed last night were William Woods, CEO of the Bermuda Stock Exchange and Scott Lines managing director of Lines Overseas Management.
