he leaves -- a special blueprint for policing.

Mr. Coxall, who retires after two-and-a-half years with the Service on October 31, is to release a public document next week on the future way to fight crime across the Island.

The dossier will include ideas on the best way to continue the trend of reducing crime. And it will explain new ways of modernising the Police.

Mr. Coxall told The Royal Gazette of his plans to issue the blueprint as he prepared to jet out to Florida for his final official duty.

The 57-year-old will fly to Orlando at around midday tomorrow to attend a top international five-day police conference. He will be present for four days of the conference, organised by the Internation Association of Chiefs of Police.

Mr. Coxall will fly back to Bermuda on Wednesday to begin a final round of farewells to officers.

Mr. Coxall, who came to Bermuda in January, 1995, has lectured at the conference before on terrorism.

"This will probably be my last official engagement,'' he said. "But I hope the policing of Bermuda will continue as a process of improvement and change.

"We have already begun to put that into effect and I am already writing a blueprint with recommendations for the future of the service.

"It will be a public document and it looks at the overall service strategy of the force, ... and what should be implemented in the future to continue the success we are now seeing.''
