Mrs. Penny Terceira, who will be running the tea-shop, hopes to have it open by May.

She plans to serve high teas along with traditional delicacies like syllabub and johnny bread. Bric-a-brac and collectable china and linens may also be on offer.

The Development Applications Board gave permission to the idea at their latest meeting.

Springfield, thought to date back to the 1640s, has been empty since its use as a library ended.

"It will be an intimate Victorian tea-room,'' said Mrs. Terceira. It would be called Mrs. Tea's and would hold about 40 people.

"Hopefully it will be like coming into my living room for a cup of tea with friends.''
