Cup Match umpires get tough
Following are the recommendation made by Cup Match umpires Wilbur Pitcher and Roger Dill in their report submitted to the presidents and Cup Match selection committees of St. George's and Somerset cricket clubs:
1. That both teams be reprimanded for their slow over rates and causing unnecessary delays in the match.
2. That a further reprimand be levelled against the St. George's team for their excessive appealing and running towards the umpires.
3 That action be taken against:
(i) Lionel Cann - dissent and verbal abuse to umpires.
(ii) Clay Smith - excessive appealing.
(iii) Jason Anderson - excessive appealing and dissent by not returning to the players' pavilion.
(iv) David Adams - dissent and verbal abuse to umpires.
4. That sanctions be introduced to curtail the tardiness of teams, dissent of players, and unsportsmanlike conduct.
5. These sanctions should be in the form of a percentage deducted from the team and / or player's monetary gift.
6. An independent person is appointed as match referee to oversee the match.
7. The duties of the referee to be outlined in the ICC match referee's duties.
8. That a meeting be held on the Monday before Cup Match between match referee, captains of both teams, managers and umpires to discuss the sanctions and other playing conditions.
9 That a minimum of 120 overs be bowled per day.
10. That law 2.5 (substitutions) be amended to modified ICC Test and one-day match regulations be introduced.
11. A specific selection of sic security personnel be assigned to manage the movements of spectators who come onto the field of play.
12. Public address system be used 10 minutes before the commencement of play at each interval, and to have spectators clear the field.
13. That a time frame of 10 days be allowed for umpires to submit their reports to the respective clubs.
