Governor’s Council not a closed shop

Room for inclusion: Andrew Murdoch, the Governor, left, with Robert King, Leader of the Opposition (Photograph by Akil Simmons)

Dear Sir,

While listening to ZBM-TV’s 7pm news on Monday, September 25, 2025, concerning the composition of the Governor’s Council, a cursory view of Section 70 of the Bermuda Constitution Order 1968, it states that the council shall consist of the Governor, the Premier and at least three ministers.

“Subsection (7) (a) The Governor may after consultation with the Premier summons any minister who is not a member of the council. And in subsection (7)(b) The Governor may summon any other person to attend any meeting of the council whenever he considers it desirable to do so.”

Mr Editor, a question was put to the Premier concerning the Opposition attending such a meeting.

It is clear from subsection (7)(b) any other person can be invited to attend the meeting.

The above sheds some guidance on who may be invited to attend any meeting of the council according to the Constitution.

So, there is an opening for any other person to be invited whoever they may be.
