Senior abuse registrar named Employee of the Year

The Government’s registrar for senior abuse who stepped in for a client during a life-or-death emergency has been crowned the 2025 Employee of the Year.

Keeona Belboda was given the honour during the Public Service Excellence Awards End-of-Year Celebration.

Cherie Whitter, the Head of the Public Service, said: “Ms Belboda embodies the very best of the public service.

“Her dedication, compassion and extraordinary efforts reflect what happens when people genuinely love the work they do — they go the extra mile, often without fanfare.”

Ms Belboda, who works within the Ministry of Youth, Social Development and Seniors, was one of nearly 400 public officers nominated for Employee of the Month in 2025.

Only Employees of the Month, who were awarded Public Service Excellence Awards, were eligible for the title of Employee of the Year.

Ms Belboda was given the Public Service Excellence Award last February after she stepped in for a senior with an intellectual disability and no family support.

The client required urgent overseas surgery, prompting Ms Belboda to take immediate steps to support her, including emergency legal guardianship over her.

During the three days, according to a government spokeswoman, Ms Belboda took on every medical, logistical and financial responsibility needed for her client to get proper medical care.

Her efforts included acquiring an emergency passport, co-ordinating with the necessary hospital, compiling the senior’s medical history, securing financial assistance for travel and accommodation and arranging for a medical travel companion.

Ms Belboda even transported the senior to the airport at 5.45am on the day of her departure.

She then went on to keep abreast with the senior’s medical situation overseas, liaising with the hospital late at night.

David Burt, the Premier, praised Ms Belboda for her compassion, dedication and initiative.

Ziafra Wade-Davis was recognised as the first runner-up for Employee of the Year for her exceptional work organising the Accountant-General’s cash portfolio.

Dionne Tuzo, a Northlands Primary P1 teacher, was named second runner-up for helping implement a new play-based curriculum at her school.

In addition to Employee of the Year, the ceremony recognised other outstanding workers and teams.

Kenlyn Butterfield was recognised for Excellence in Supporting People through her job in service delivery.

A team from the Department of Marine and Ports Services was honoured for Excellence in Project Delivery after developing and delivering two new ferries on time and under budget.

Shawnea Lewis was given the Rising Star Award for her performance, growth and potential to be a strong leader within the public service.

Ms Whitter commended all nominees for their hard work and noted the Public Service’s overall praiseworthy performance.

She told attendees that 77 per cent of island residents reported satisfaction with government services, with some departments receiving satisfaction ratings of more than 90 per cent.
