OBA would crack down on abuse of Immigration

Shadow Finance Minister Bob Richards outlined some of his party's policies should it gain power at the next general election.

A crackdown on employer abuse of immigration rules, longer school days and handing the proceeds of crime back to communities are some of the policy initiatives of the One Bermuda Alliance should it take control of the reins of Government, it was revealed yesterday.But besides a commitment to tighten enforcement of immigration rules, the party has little in the way of specifics on work permit policy changes.A brochure being made available to the public today outlines OBA positions on the economy, education, crime and the cost of living.Policy initiatives in the brochure, which form part of the party's full platform, include education reforms such as extending the school day, and turning Bermuda College into a four- year institution.On crime, the OBA plans to start a publicly accessible register of sex offenders, establish a Cash Back for Communities programme using money confiscated from criminals and give more money to youth volunteer organisations to increase recreational opportunities for young Bermudians.At a press conference yesterday afternooon, Shadow Finance Minister ET (Bob) Richards reiterated the party line that the electorate faced a choice between responsible pro-growth policies under an OBA government and further economic contraction under the Progressive Labour Party.He said the economy cannot be turned around by Government spending. “That approach by this Government has only resulted in increased debt,” he said.A turnaround plan had to restore people's confidence in Bermuda, provide incentives to employers to create more jobs, encourage local entrepreneurs to succeed and “convince people that the Government is serious about recovery by cleaning up its own act.”He added: “A turnaround plan must have the scope to raise all boats, leaving no one behind.”Mr Richards said the brochure provided only a sample of the OBA's “full plan to stop economic contraction and start economic expansion”.An eight-point plan to improve the economy (see inset) includes a “crackdown” on employers who abuse immigration rules.And Mr Richards said he supported “streamlining” the immigration system to make it “user friendly” for companies.He added, however, that immigration checks will always be in place.But the party had no specific position on global work permits and removing immigration controls on internal promotions of work permit holders.“We haven't got down to that kind of granularity yet,” Mr Richards said when The Royal Gazette broached the topics.“Quite frankly, the problems that we have are much higher level and, again, Immigration serves two masters. The first master is the aspirations of Bermudians. The second master is the health of the economy and the businesses that are in it.”But an “imbalance” between the two is hurting the economy, Mr Richards said.Mr Richards said: “I don't believe we have contemplated any situation where we would just sort of do away with immigration work permit approvals.”Mr Cannonier said he did not think that the immigration process was doing a good job in ensuring that Bermudians are promoted into positions.“There should be a programme in place that says we are promoting and educating Bermudians to move up the ladder. And I don't think that we have policed that well enough.”Initiatives to reduce the cost of living include “proper regulation of the energy sector” to reduce the cost of electricity, lowering energy costs by promoting heat and power co-generation for households, hotels and businesses and waiving stamp duties for first-time homeowners who purchased property valued under $1 million.The OBA also plans to boost family benefits “by working with employers to extend family and maternity leave for caregivers, parents and guardians.”“We believe that a strong start for our children means a strong future for Bermuda,” said candidate Sylvan Richards.
