Why didn’t you fix it in the winter?

Dear Sir,
As Bermuda enters the fun and busy summer season on the seas the swing bridge which was closed for a year, reportedly to save money and to do much needed repairs, show no signs of any work being done at all.
I wonder out loud why the needed work was not done over the winter months when there is essentially no marine traffic at all, and why now there is no evidence that any work will actually commence.
Seems like if it was that big of a job that work would be well underway.
Regarding the money saved, the $160,000, most all in wages that are still being paid to the same men but in other positions has not actually saved the public purse a nickel.
With Bermuda trying to do all it can to move forward, attract investors, tourist visitors and positive press the swing bridge closure is a large negative blot which can easily be reversed.
Members of Government, please consider opening the bridge from May 24th to mid-October and then closing it for budgetary and repairs reasons.
This solution might just work out fine for everyone not only this year but as the normal schedule going forward.
As is, it is a large, correctable, negative for the boating community and Bermuda in general.
