decision to allow a nursery school to relocate.

"In spite of the strenuous objections (from neighbours), they went ahead and approved it anyhow,'' Mr. Gary Tucker told The Royal Gazette . "I'm very shocked and disappointed.

"I think we'll take an attorney and pursue an appeal.'' The DAB approved an application to change the use of the former Sunnybank Guest House at 44 Morgan's Road to a nursery school and after school care facility.

The nursery school could take up to 36 preschool children and the after school facility as many as 30 primary age children, the DAB said. Its hours would be restricted to 7.30 a.m. to 6 p.m. on weekdays.

The Kids and Other Services (KAOS) Day Care wants to relocate from its present site at Morgan's Road and Middle Road in Warwick.

Ms Juanita Jones, owner-director of KAOS, said she was pleased with the decision. Some work was needed before the move could be made, she said.

Ms Jones said she did not want to discuss her reasons for the move.

KAOS first applied for a change of use at the site in December of 1992. That application sought permission for KAOS to take up to 36 pre-school and 40 primary children.

The DAB approved the application on February 24, but neighbours appealed to then Environment Minister the Hon. Ann Cartwright DeCouto. She upheld the appeal "on the grounds that the traffic and noise to be generated from the activity would impact negatively on the surrounding area.'' Mrs. Cartwright DeCouto has since been moved to Works and Engineering and replaced as Environment Minister by the Hon. Gerald Simons.

At a hearing in July, Senior Planner Mrs. Adine Ratteray Pryse said KAOS attempted to comply with the Minister's decision by reducing the number of children, widening and changing the driveway onto Morgan's Road, and increasing the parking area.

"The...location was deemed to be a suitable one,'' the DAB was told. Mr.

Tucker said the changes were "cosmetic.'' At the hearing, some neighbours expressed concerns about noise and traffic, but others spoke in favour of the application.

The Morgan's Road building, which is now vacant, was most recently used as a boarding house for Princess Hotel workers.
