Finance Minister the Hon. David Saul threatened to "get out the big stick'' if progress in carrying out Government's 111 1993 election campaign promises was too slow.

However, Cabinet Ministers can breathe a sigh of relief.

Speaking at the second "Blueprint'' progress report this year, he said that since the last one, the number of completed promises had climbed by one to 20, leaving 85 ongoing and seven looked at but not started. He gave the effort an "A-''.

Among the farthest away from completion are establishment in 1996 of a Police Complaints Authority, a pre-release halfway house for prisoners, recreational playground facilities, consolidation of the Bermuda College on the Stonington Campus by the third quarter of 1996.

The pledges were to be implemented over five years.
