Mother angry over dismissal of complaint

An outraged mother has blasted the Police Service for their handling of a formal complaint against two officers.

The complaint against the pair was filed by the Smith's Parish woman in March after they allegedly beat up her 17-year-old son.

And she received a written reply, dated May 13, from Police Complaints Authority secretary Martin Law stating that her complaint had been dismissed.

But she claimed that at no time was she, her son or her lawyer called upon to testify in the matter.

All the authority had to go on in making their decision, she continued, was her son's written statement and photographs showing the bruising he received in the alleged attack.

"What have they done? Nothing!'' she told The Royal Gazette . "No one from Police called us for anything. All they had was the statement they took and some picture I had taken of him.'' The woman has made her complaint public because she said she was concerned about other people's children and declined to be named in order to protect her identity.

"Is someone going to do something or are we just going to wait until they kill somebody's child?'' she asked.

But a spokesman for the Police Complaints Authority stressed that the matter was investigated to the extent of the Authority's ability.

And he pointed to the letter the mother received on May 13 where it states: "If you wish clarification please contact this office.'' He added that he had spoken to the mother and invited her to appear before the Authority so they could address her concerns and deal with her complaints.

However the mother said she intends to take a different route.

She has made an appointment to see Public Safety Minister Paula Cox next month and has her lawyer Phillip Perinchief pursuing the matter.

The son, in his statement to Police, said he was arrested for obstructing plain-clothed Police officers as they searched a group of people on Devon Springs Road on March 18.

He alleged that he was put in the back of a Police car with the two officers named in his complaint and they proceeded to punch him about the face and body as he was taken to Hamilton Police Station.

When he returned home after being released on $500 Police bail, his mother said she saw his face was swollen and marked and asked what happened.

After he told her what he claimed happened she took pictures of his face, had the film developed and gave the negatives to Police when she made her formal complaint.
