Floyd started as a tropical wave three days ago. It developed into a tropical depression 415 miles southwest of Bermuda yesterday, and was heading north northwest at 18 knots.

Although the US Naval Oceanography Facility did not put out a warning that it was a potential threat to Bermuda until 7.35 p.m., US television's Weather Channel was broadcasting all yesterday that it had "all the ingredients'' to develop into a storm and was a threat to the Island.

The US NOCF officially issued a Tropical Storm warning at 9 p.m. last night, noting that Floyd was expected to intensify slightly over the next 24 hours.

Floyd's top winds were 60-70 knots.
