Several Ministries rejigged in new Cabinet

new or rejigged Government ministries. They include: Works, Engineering, Parks and Housing -- Held by the Hon. Leonard Gibbons, it takes his former Works & Engineering Ministry and adds Parks from the former Environment Ministry and Housing from Health.

Bermuda's parks "need to be maintained at the highest possible level,'' so it made sense to place them with the Works employees "who do most of the maintenance work'', Dr. Saul said.

It also made sense to combine Housing with Works & Engineering, because of the expertise there with "maintenance, drafting of leases, and arranging of mortgages,'' he said.

Tourism and Marine Services -- Held by the Hon. David Dodwell, it combines Tourism with Marine and Ports Services from the Transport Ministry.

"For decades, some former Ministers of Tourism and Transport have found themselves at loggerheads on issues like cruise ship policy, cruise ships, freighters, ferries, tenders, and tugs,'' Dr. Saul said. Now, "all (will) mesh in a common policy to benefit Bermuda''.

Labour, Home Affairs and Public Safety -- Held by the Hon. Quinton Edness, it includes Labour, Immigration, and working closely with Police to fight Bermuda's "overwhelming concern'' -- drugs and crime.

Mr. Edness said he would concentrate especially on "the supply side'' of drugs, while the Ministry of Human Affairs would retain responsibility for drug prevention programmes.

Government Leader in the House -- Held by Mr. Edness, the new post entails Cabinet responsibility for getting legislation through the House.

Youth Development, Sports and Recreation -- Held by the Hon. Pamela Gordon, it differs through addition of the word "development'' to the name of her former Ministry.

"We are making a commitment to put effort, money and drive into youth development,'' Dr. Saul said.

Environment, Planning and Natural Resources -- Held by the Hon. Tim Smith, addition of the words "natural resources'' signifies a "new pitch'' which will include a search for oil and other natural resources beneath the sea surrounding Bermuda, Dr. Saul said.

Legislative Affairs and Women's Issues -- Held by the Hon. Lynda Milligan-Whyte, Women's Issues has been separated from the Ministry of Human Affairs.
