Six members of Energy Commission named

Members of the new Energy Commission tasked with taking the Country forward in renewable energy pricing and regulation were yesterday announced by Government.

The Commission, comprised of six members and a chairman, will be responsible for licensing power suppliers, regulating costs and investigating consumer complaints.

During its first meeting members will look at setting feed-in tariffs, the prices Belco will pay to homeowners to buy their renewable energy.

Said Energy Minister Michael Scott: "The Energy Commissioners each bring diversity, a wealth of skills, expertise and experience in their respective fields.

"Importantly too, the Commissioners bring a strong community connection, youthfulness, and of course solid experience."

The Commission is headed by former chief operating officer of CellularOne. Michael Leverock.

The members are:

• Lloyd Holder, director of security at Renaissance Reinsurance Ltd.

• Narinder Hargun, a senior partner and head of Conyers Dill & Pearman's Litigation Department.

• Kent Stewart, a telecommunications commissioner and former chief information officer of KPMG Bermuda.

• Colin E. S. Outerbridge, an information technology services technician with the Bermuda Hospitals Board.

• Robert Cox, who has a B.Sc. in electrical engineering and a master's degree in telecommunications.

• Former price commissioner Michael Mello.

The new commission will take over the regulation of Belco's prices from the Price Commission.

Mr. Scott said: "The commission's primary role is to provide advice and guidance to the Minister on all matters relative to energy provision in Bermuda, and most importantly, the best and most sustainable directions Bermuda will take in the energy landscape of our future.

"The commission is empowered to conduct inquiries relevant into any matter relative to the powers exercised by the Minister under the Act.

"In addition the commission can conduct inquiries into the price paid for energy-related commodities and products, and the broader inquiry into any other matters relative to cost supply of energy and related commodities."

The creation of an Energy Commission was first announced with the Energy Act 2009, in July.

Government announced in the Throne Speech that it will table its White Paper on Energy during this legislative session. This will set out a national energy policy and legislation.
