Additional recommendations in the study:

● Lawmakers, educators and youth workers must find special strategies to get young black men to be more future-oriented when making decisions about school and work

● More guidance counsellors are needed

● Increased guidance and career counselling in the schools needs to be increased

● Replicate several drop-out prevention programmes for those who leave without a certificate

● Create programmes targeted at out of school youth to service those who have already dropped out

● Create a new Government agency that will prioritise serving high school drop-outs

● More collaboration between youth services and business leaders
