Snorkel gear rental man left in the dark after Govt ends beach contract

Louis Ooi is upset with Government because it prematurely cancelled his two-year contract to rent snorkelling gear to tourists at Church Bay.

A beach concessions manager at one of the Island’s tourist hot spots was left fuming after his contract was abruptly terminated by Government.Louis Ooi had a two-year agreement to rent snorkel gear at Church Bay in Southampton.The popular site has been left without amenities because of the cancellation and the long-standing concessionaire claims he’s been barraged with calls from hotel concierges, taxi drivers and tourists looking for his stand all summer.“I’ve been waiting for months and I can’t get any answer,” a frustrated Mr Ooi said.“I love my job, I love the tourists, I’m very knowledgeable about the Island and passionate about snorkelling, but I can’t get anyone to tell me why I can no longer provide this service.”The Parks Department confirmed that Mr Ooi’s lease at the Southampton beach, which is widely touted as having some of the best snorkelling to be found on the Island, was cancelled in December.His mobile concession at the beach was supposed to operate until the end of October this year. According to Mr Ooi’s lawyer, the Parks Department was required to give 30 days’ notice before ending that agreement.But a December 9 letter informed him that, due to an unspecified customer complaint, his lease was terminated.The trouble was that Mr Ooi, who wasn’t on the Island at the time, never learned the contract had ended until he went to pay his rent at the start of the season in May.“Why did they send me the letter after I had finished for the year?” he asked. “It got to my ex-wife’s house and I never even found out about it.”His legal consultant, who asked not to be identified, said the Department of Parks terminated the concession without reasonable explanation or proper notice, which was in breach of the contract.Meanwhile the Parks Department referred the matter to the Attorney General’s Chambers in mid-May after being contacted by lawyers.“Since then we’ve heard nothing,” Mr Ooi’s lawyer said.“A man has had his livelihood taken away, and as far as I know, this beach which is renowned as the top spot in Bermuda to snorkel, does not have a concession where tourists can come to rent snorkel gear.”Mr Ooi said he had even tried to bring in an “honour system”, where people could pick up equipment and drop the payment into a bucket — but that he had been ordered to desist by the Department of Parks.“Every day I am getting phone calls from disappointed people,” he said. “I’m a former manager for Horseshoe Bay, I’ve worked at Fantasea and Pier 41, and I’ve been in Bermuda for 27 years. I feel they should honour the contract that they issued for me, or explain why they took it away.”
