‘Clinical and corporate governance’ probe will be released next month

The public should see the results of an inquiry into the management of Bermuda Hospitals Board next month.The “clinical and corporate governance” probe was launched in July, after the board suspended on full pay its head doctor, Donald Thomas III, for undisclosed reasons.The review should have been done by the end of January but extra time was given to Canadian firm Howard Associates, due to the recent change in government.A board spokeswoman said: “The review was extended by a month, as recommended by the Ombudsman of Bermuda. We expect to make the full report public in March.”BHB chief executive officer Venetta Symonds said in July the aim of the inquiry was to improve clinical quality and ensure medical and corporate decision-making was transparent, fair, collaborative and evidence-based.The BHB spokeswoman said yesterday: “A number of stakeholders from staff to community groups and members were involved in the review.”She said stakeholders were able to raise topics they felt were important and members of the public were told they could contribute concerns through the Office of the Ombudsman, who will comment on the final report.“Topics raised will be released in the report,” added the spokeswoman.She said Victor Scott, appointed interim chief of staff after Dr Thomas’s suspension, had agreed to stay in the role until next month. Dr Thomas resigned in October.A separate review of BHB’s finances was launched by the Auditor General this month and chief financial officer Delia Basden was suspended on full pay.The BHB spokeswoman said the board was in the process of appointing an interim CFO.She added that questions about how long the Auditor’s review would take and when BHB’s 2011/12 financial reports would be available to the public should be put to the Auditor.The spokeswoman would not disclose the taxpayer-funded salaries of the chief of staff or CFO.She said: “BHB makes a full account of salaries to the [board] chairman and the [Health] Minister.”Questions about the salaries and the Howard Associates report were put to Health Minister Patricia Gordon-Pamplin through a government spokeswoman yesterday.A Ministry spokeswoman said last night: “The report will be released upon its completion, after first having shared it with the BHB. With respect to salaries, the Board will deal with that matter in its next annual report.”Auditor General Heather Jacobs Matthews did not respond to a request for comment on her review.BHB was allotted more than $141 million for 2013/14 in last week’s Budget.Useful website: www.bhb.bm.
