The physician did most of what he promised on health, according to insiders in the field.

Dr. Brown kept his pledge to open discussions on how the new hospital should be built and, with the creation of the Lamb Foggo Urgent Care Centre in St. David's, he was halfway towards his stated goal of an urgent care centre at each end of the Island.

West End residents have complained about their lack of such a facility, claiming there's unused space belonging to Bermuda Land Development Company in Southampton which would be ideal.

As promised, the Premier abolished the Medical Clinic, King Edward VII Memorial Hospital's clinic for poor people, despite protests from the public. However, health workers say there's still anecdotal evidence of some former Medical Clinic patients being unable to get access to doctors.

The Premier fulfilled his pledge to encourage positive lifestyle changes, partly through an anti-obesity campaign. Some in the health industry question how much the public has taken on board, but say that's not exactly Dr. Brown's fault.
