Premier upbeat on ‘ambitious’ Overseas Territories White Paper

The UK White Paper on Overseas Territories could lead to a stronger and more beneficial bond between Bermuda and the UK, according to the Premier.Speaking on the paper yesterday, Premier Paula Cox said: “It’s ambitions and sets out an agenda for change and the priorities for action in the context of a relationship that is proposed as a modern one based on partnership, shared values and the right of the people to choose.”The paper was put together by the Foreign and Commonwealth Office following a public consultation with the UK’s 14 overseas territories.It discusses the UK’s constitutional relationship with the territories, and its responsibilities for external affairs, defence, including the police and the appointment of discipline and removal of public officers.It also aims at strengthening good governance, financial management and economic planning.Responding to the White Paper, Premier Cox said: “Bermuda has already made significant progress on every action item.“When I visited the European Commission in Brussels, one independent regulator was so impressed by Bermuda’s extensive Good Governance/ Anti-corruption legislation that I was asked to provide a list of our recent legislation.”Along with the recently debated Good Governance Act, the Premier said Government has created the Office of the Ombudsman, started the open budget process, strengthened human rights legislation and introduced money laundering and proceeds of crime legislation.“I am satisfied that any independent observer that looks at what we’ve done to strengthen good governance will not look upon us with question, but instead will hold us up as a model for other territories to follow.”
