But he is hoping to find jobs at other hotels for the workers.

"All my staff have been told,'' Mr. Cooper said. "When my hotel closes officially, they will get redundancy.'' He said he could not remember what was in the letter and had "no idea'' what the redundancy terms would be.

But Bermuda Industrial Union president Mr. Ottiwell Simmons said: "Mr. Cooper has been in contact with us and he's notified us that his business has been up for sale and is due to be transferred to a new owner.

"It seems the arrangement is that the new owner must have a `clean house' with no staff left.

"All of the staff, he's said, will be made redundant and given severance pay in accordance with the collective agreement.

"It's our duty to ensure that the workers get their proper payments. We will be meeting with the workers in order to ensure that.

"We will also be asking Mr. Cooper to give us evidence of his correct payments.

"Mr. Cooper has also promised that he's making arrangements for people to be employed in other places.

"He's had some luck in getting some people placed.'' A firm called Management Resources Bermuda has advertised a notice of intention to develop the 41-room hotel into 14 "residential units''.

The notice was filed with the company and Mr. Cooper on the verge of signing papers for the sale of the property.
