"Dave Carey knows telecom, he knows Global Crossing and he knows sales and marketing," said John Legere, chief executive officer of Global Crossing.
"Dave has an impressive background in sales and the proven ability to make tough, smart decisions.
"He's also earned the trust and respect of the teams he supports and of colleagues across the company."

Trenwick Group Ltd. this week announced that chief financial officer Coleman Ross will be leaving the company at the end of the month in order to accept a position as CFO of The Phoenix Companies, Inc. in Hartford, CT.
Mr. Ross will be replaced by Alan Hunte as Trenwick's executive vice president and chief financial officer.
Mr. Hunte is currently Trenwick's chief accounting officer and served as the chief financial officer of Trenwick Group Inc. (Trenwick's predecessor company) for seventeen years, until 2000.
Trenwick CEO James Billett said: "Coleman joined us a year after his retirement from PricewaterhouseCoopers (PWC) where he had been a partner for over 22 years and the engagement partner on the Trenwick account.
"His family remained in the Hartford area while Coleman spent substantially all his working hours initially in our offices in Stamford and London.
Subsequent to the closing of the LaSalle transaction in 2000, he became a Bermuda resident and performed his duties from our offices in Bermuda, as well.
Coleman's new opportunity with The Phoenix Companies not only reunites him with a company where he also previously served as an engagement partner for PWC but returns him to his home in West Simsbury, Connecticut.
It was a great privilege to work with Coleman on the consolidation of Trenwick's several mergers and acquisitions during his tenure with us."
Mr. Billett added: "When Coleman arrived, Alan became the group's chief accounting officer and anticipated having the opportunity to return to the chief financial officer's role upon Coleman's retirement or departure.
"The directors and I are fully confident in Alan's abilities to resume responsibility for the oversight and management of the group's financial affairs."
