Government produced a Green Paper calling for open discussion of the subject.
It then arranged meetings where -- to quote the Green Paper -- "the views of all will be listened to and heard''.
The meetings are disrupted by militant trade unionists.

GO FIGURE Taxing confusion September 13, 2000 Dear Sir, I am experiencing great difficulty in understanding the Government office and its structure.
My father died January 21, 2000. It was not long after that date when we received notification that his Old Age Pension, would cease.
We also received a Death Certificate, which was issued by The Registrar General's Office. However there seem to be no electronic links within the Government Offices.
One week short of six months of my father's death, we received information requesting Payroll Tax, as he was self employed. The next week we received some sort of Men's Survey.
I called the Payroll Tax department and explained the situation, their reply to me was "that it was a good job I had notified them, as a summons would have eventually been taken out for my father, and that it was my responsibility to do so''.
My mum called the Department complaining about the Men Survey, only to receive a rude employee at the other end.
Upon returning from a vacation (one month later) my mum discovers yet another bill from Government for payroll tax. This is really disturbing and the Bermudian public needs to know.
If a company has many departments, it only makes sense to have each department working together so the company can run smoother. If this Government is very much in tune with e-commerce, it would make much sense to at least start within.
There have been notices in the paper concerning my father's death and his estate and I would like to see things handled a bit differently within Government departments.
I take a strong approach when it comes to record procedures, because I had a brother who died two hours after he was born and, 18 years later, the Bermuda Regiment is calling to find out why he never turned up for Regiment duty.
It's hard enough dealing with death and I do not want to be reminded about these distasteful subjects by Government employees not doing their jobs.
